Can a blocked return hole in my front brake master cylinder be causing the brake not to free off properly after releasing the brake lever. I would be grateful for your advice. Thanks {Ian, Fife, UK – 2001 Honda NTV 650 Deauville}

Yes, there is a tiny hole in the front brake master cylinder that gets sediment in it. This would definitely cause your problem.
Remove the master cylinder and wash it in warm water. Do not use soap or cleaners. You do not want any cleanser residue left behind. Inside the reservoir there may be a small shield that lifts out. Under the shield there is a small hole.
Remove the snap ring and plunger assembly. Now you will be able to clear the debris from the hole with a strand or two of wire. The braking vacuum system should be able to operate properly now.
